The National Center for Public Policy and Higher Education was established in 1998 as a project of the Higher Education Policy Institute to promote public policies that enhance Americans’ opportunities to pursue and achieve high-quality education and training beyond high school. As an independent, nonprofit, nonpartisan organization, the National Center prepared action-oriented analyses of pressing policy issues facing the states and the nation regarding opportunity and achievement in higher education-including two- and four-year, public and private, for-profit and nonprofit institutions. The Higher Education Policy Institute is the nonprofit corporation established in 1991 that sponsored the California Higher Education Policy Center from 1992 to 1997, and the National Center for Public Policy and Higher Education from 1997 through June 30, 2011.
